A person who is not holding public office. Voters are private citizens. Someone like the governor of California is not a private citizen. The baker at the supermarket is a private citizen.

any person acting as a citizen is considered "a private citizen"

I think the opposite would be the President or a Senator acting as a public official, but they still have the same rights as private citizens because they are American citizens, too
