if someone said ocean county prosecutor reffered me here....who is that? is that an attorney?

  2. a prosecutor is an attorney who represent a government entity, i.e., the county, the state, the federal government.  The prosecutor tries cases on behalf of the government and the "people" of a specified jursidiction.

That is THE attorney.  This lawyer is paid to represent the jurisdiction he is in.  If you break the law you are committing a crime against the state and this person represents the state in legal proceedings.  In criminal actions such as rape or murder he also represents the victims to a certain extent although most victims also have their own attorney to protect their interests.
