Depends on the context. Back in the 'old days', peddlers would travel regular routes, bringing their carts through neighborhoods selling produce or sharpening knives or repairing damaged pots and pans, etc. Sometimes they actually pushed them, sometimes they were bicycle-driven or horse-drawn.

In the literal sense, it's any cart that someone pushes, but it usually means any kind of small vendor like the hotdog guys on some big-city streets.
