Yes, you are pretty much right.  They don't exactly find "jobs" for truckers, because they are not employment agencies, but they find loads for the truckers to carry.  They match manufacturers and other shippers who have things they want to transport, with truckers who are looking for a load.  

The more common name is freight broker rather than trucking broker, but you have the idea.
