It's not a 100% guarantee but it's close and besides you are not only watching out for pregnancies, you are trying to protect yourself from disease.

2. Wear condoms ALWAYS, try to get the girl on birth control. Make sure you wear a dependable brand like Trojan, and make sure the guy knows how to properly put a condom on. Never should you question whether or not you should wear a condom. If you don't have one, buy one! Simple as that. To be extra safe, the girl should be on birth control. After s*x, check the condom for holes or breaks. If it ends up ripping during s*x, immediately pull out and have the girl wash her genitals and take the morning after pill if you're really paranoid.

Its called parenting. It is up to parents to care about their children and have serious talks with them. People need to explain to their daughters about self respect. What they need to do is explain that having s*x will never make a boy like you more or keep them. And explain to them about STDs and pregnancy. They need to show them real pictures of people with STDs and what happens.
