What is a really great city to go to in Puerto Rico? We have two adults and two teens.?

We want a place/hotel that is nice, but not too expensive. Under 100 dollars per night would be nice. We also would like some activities to do...not too expensive. Maybe scuba diving and deep sea fishing...?
