  1. One cup water, three cups flour, and 1/2 cup glue. The glue makes it harder and I wouldn't recommend the glue if you are making a pinata. (lol)

  2. ummm...you can try flour and water or Elmers glue and water.

  3. Flour and water always worked best for me.

About 3 parts flour 1 part water. (Really goopy) lol

Then use several layers of newspapper.

    Strong sturdy and hard. ^_^

  4. Thinned permanent white glue (like Elmer's Glue All, thinned about 3-4 to one with water) will be stronger than flour and water.

The thicker the paper product you use, the stronger the dried item will be too, though a bit heavier.  So more layers and/or a thicker paper product will be stronger than fewer layers and/or a thinner paper product.

I say "paper product" btw because I like to use the blue "shop towels" (sold on rolls in automotive depts. or stores) instead of newspaper strips because they're thicker right from the start and they're also more supple and drapable than newspaper or even regular paper towels.

    Good luck!
