  1. someone who flees there country in fear because of war or becase they committed a crime...ex:refugees fled from yugoslavia in the 90's because of a civil war.

A person who is seeking to be recognized as a refugee is an asylum seeker. In the United States a recognized asylum seeker is known as an asylee.
