What is a refurb cell phone?

When I look up on att.com it says you can buy a refurb cell phone? What exactly does that mean?

refurb is short for refurbished means its been used it may have some defect or it was put into almost new condition

Refurbished in cell phone language means that there were parts in the phone that were defective, and replaced with brand new phone parts.  That's why it's cheaper to buy because a lot of times there are parts that don't completely match the right phone.  BUT, it will not show any working problems.
