  1. A refurbished cell phone is one that was broken/defective, and sent back to the manufacturer to be fixed. It could be something small like a scratch in the screen or something. Just make sure it comes with a warranty. I bought a refurbished digital camera on Ebay and haven't had any problems with it. You can get some good deals on refurbished stuff.

  2. "Refurbished" means the item was repaired.  This can mean it had some sort of mechanical/electronic problem that prevented it from functioning properly or it had a cosmetic flaw and just didn't "look good enough".  A refurbished item is usually in better condition than a new one because it is dealt with as a singlew unit where a "new" item is usually part of an assembly line system.  The person who does the refurbish job can usually take the time to ensure the entire unit is finctioning properly and looks good.  A "repaired" unit will have had just the known problem fixed before being returned.
