A monarch wouldnt be.  Nor would a dictatorship.  A republic is set up so that the peoples needs are an influence in political decision.

A republic is a country that has a form of government like the United States.  The Head of State is the President but power is divided between the President and the Senate and the Congress.   Not all democratic countries are republics, for instance Canada has a Paliamentary system of government where the Head of State is just a figurehead with no real power, the power is in the House of Commons and the Senate.

A republic is a state or country that is not led by a hereditary monarch, but in which the people (or at least a part of its people) have impact on its government. The word originates from the Latin term res publica, which translates as "public thing" or "public matter".
