What is a safe speed to pull the E-brake?

I know it will probably very between cars, but what is a safe speed to pull the e-brake to do a 180 degree spin or drift around a corner.

  2. Applying the hand-brake can be done at any speed to slow the car in an emergency but with the risk of spinning the car, especially if you fail to keep the release button depressed throughout the entire maneuver causing it to become locked in the up position.

    There is no safe speed to apply the hand-brake while driving on open roads for the purpose you are stating.  Although learning how to control a vehicle in a skid is an important part of driving, doing this anywhere but in a controlled environment with an instructor is very risky, even in empty parking lots.  If you insist on attempting to learn in that fashion, the answer to your question is that it is entirely dependent on the surface that you are driving on, and can be challenging at very low speeds on some surfaces like ice where control is almost impossible once the car begins to slide.  It also depends on what kind of vehicle you are driving (car, truck, etc...), the type of drive (FWD, 4WD, AWD, RWD), the type and quality of the tires fitted, driver experience, etc...

    I hope your motive for asking this question is to become a better, safer driver, and is not to impress your friends while driving around a neighborhood where you could easily kill someone, including yourself.  Be careful while you learn, and try to keep the "fun" stuff limited to safe areas and race tracks.

    It's an Emergency Brake. For use in an emergency, which by definition, is not a safe situation.
