  1. Service provider is whoever is providing the overall service - in you case the school board - or local authority. What they provide is the 'Service Provision'. In effect whoever is employing the teaching staff and organising the accomodation etc performs this role whether it is for special need or mainstream education. The model is similar in most healthcare environments. They may be receiving funding from another organisation but are responsible for the delivery of the services.


  2. Service provision is usually for children on the special educational needs register. Service provision ensures the child gets all the services they need such as speech therapy or a social worker etc. The service provider is usually the local education authority or primary care trust. Services can also be bought in from other private agencies if that is what the child needs to meet their needs.
