Arthropods like scorpions have a very long geological history and so "Silurian Scorpion" just refers to a fossil  scorpion that dates from the Silurian period

(edit) - wonder if you are refering to a 'Euriptid' which is a sea scorpion, some very large examples are known from teh Silurian see the wikki article http://en.wikipedia.org/wiki/Eurypterid

As far as I am aware these are not related to the land scorpions (endedit)

If it means anything, it must mean a scorpion-like creature that existed in the Silurian period (400 million years ago I think - way before the dinosaurs).
