  1. Storm surge is simply water that is pushed toward the shore by the force of the winds swirling around the storm.

  2. It is essentially water pushed onshore during a hurricane.  With high winds blowing towards shore, water is pushed towards the shore more quickly than it can rush out to sea, which causes water to rush inland over low elevations.

  3. A sorm surge is an abnormal rise in sea level near the coast caused by severe tropical revolving storm(hurricane, cyclone ,typhoon etc).As a result, sea water inundates low lying areas of coastal regions drowning human beings and livestock, eroding beaches , destroying vegetation and reducing soil fertility.Sometimes tsunamis also can produce it.

  4. Imagine water collecting in a cup during a rain.   It is sort of like that with storm surges,  where winds push water onshore.  This pushing is relentless and the waters pile up without being able to return back out to sea.

Catastrophic high tides are tides that happen  in conjuction with that onshore push and exacerbates the flooding.
