    If there's a fire, or something?

    I work in a pet shop, and our strategy is human life takes priority if the fire alarm bell goes or if there is a fire. If there is time and safe conditions, all cages should be opened to allow animals to escape.

    If you mean something like that, a drastic emergency with no time for planning (e.g., extreme weather would allow for planning, a fire would not) then human life takes priority in the eyes of morals and the law.
