  2. Well, if you are talking about Navigational Charts, they are published local operating areas for Submarines. Submarines may or may not be operating  in these areas. But these areas are by no means the only areas where submarines may be operating.

    They are placed on navigational charts mainly for fisherman to alert them, that placing long nets in those waters may cause entanglement with the Submarine causing the loss of the net, and if the net is being hauled in or otherwise atached to the trawler may result in less than pleasant experiences for the trawler (7000 ton Nuclear Powered Submarine vs 100 ton Diesel operated Trawler)

  3. Could be a couple of things based on the context of what you are speaking of.

    A submarine area could be an underwater nature preserve that is restricted in fishing.

    It could also be any area where submarines may operate.  These can be the little yellow submarines that tourists go on or can be areas used by military submarines.   Submarine areas are used by the military so that two submarines operating off the same coast don't crash into each other.  One submarine will be assigned an area and the other will be assigned a separate area, which doesn't overlap the others.
