What is a the difference between a Facility Member and a program member at the YMCA?

Maybe I wrote this out wrong. I want to join the YMCA but on the price list it states a price for a program member and a price for a facility member. What does that mean? I don't want to work for YMCA I am thinking about joining.

Job description.  Managers may make more or less than a supervisor.  You maybe a people/personnel manager or a building. or Administrative office to office person.  You may be watching 2 or 20 people or the building.  Managing People generally means more money and can allow more promotions.  Building Supervisor may depend on is yours the biggest building in the YMCA chain they have, and can you get a raise now and then?
