What is a throttle, and do non-race cars have them?

Rusty Wallace always talks about getting in and out of the throttle during the ESPN broadcasts. What the h**l is he talking about?

The throttle is a linkage on the side of the carburetor or throttle body. It is what the gas pedal moves when pressed down. The gas pedal is not the throttle. It moves the throttle.

Throttle is the gas pedal, also called the accelerator.  I assume he is talking about how the driver uses the accelerator, when and how hard to use it.
