What is a tight budget?

"We are working from a tight budget and have $300 + agency per talent. " Does that mean they are paying 300 dollars to the talent? Someone please explain this

tight budget means they don't have alot of money.  It's seems to me $300 + agency, means they can spend $300, plus whatever the agency is going to contribute.

It means they don't have a whole of money to spend...at most  $300 and agency fee.  So don't expect anything more than that.
