  1. There is no such thing as " Top " cell. You are confusing yourself with " T Cell ".

    T cells belong to a group of white blood cells known as lymphocytes, and play a central role in cell-mediated immunity.

    Basal cell ( proper name " Basal cell carcinoma (BCC) " is the most common form of skin cancer.

  2. What the names indicate.

    Top on top,  basal at the bottom. Used for multiple cell layers like the epidermis.
