What is a true Olympian athlete? And what is the difference?

I know this won't be popular with the ladies but oh well.

Is a true athlete an individual that comes to compete with only themselves, or is it Ok to have corporate sponsored high tech equipment. Such as slick swimming suits and caps to cut your time.

And what is the difference of high tech gear and the use of steroids? Don't they both accomplish the same? They both enable a person to artificially better their game.
