Some contracts stipulate that if a certain criteria is not met then costs may be recouped on a two for one basis.

What does two for one mean?

  1. Sounds to me that means if  it costs them $10 to meet the un-met criteria then they'll charge you $20. That takes into account the hassle involved and is an incentive for the contractor to perform the work to the agreed standard.

  2. In the law it is called "double damages".   It is like you are paying a "fine" for not upholding your end of the contract. /
