Potassium hydroxide can dissolve in ethanol or methano to form a more strongly basic anion ( OH^-11 ) because the OH-1 is not as strongly complexed inmethanol as it is in water,The OH acts more like a naked nucleophile. Methanolic or ethanolic KOH is often used in dehydrohalogenations of moderately acidic haloalkanes ....and for SN2 reactions requiring OH replacing a halogen or triflate, mesylate, etc
