What is a waive: honur fee?

i got charged it but i dunt get it because then im in credit again.

It looks like you didn't get charged for the Honur fee.  Where was this .. on a statement?  What type of statement?

EDIT: Now that I think about it, I bet you used your ATM/Check card at a merchant or ATM.  The Honor Fee is probably associated with the Honor network, which links the machines together.. there are a couple different networks (I can't think of the names now)... check on the back of your card and you wil probably see "honor" :)
