You could try the Better Business Bureau.  Otherwise your state may have a website associated with the Secretary of State's office that would have Consumer Protection information on it.

Most States have whats called child resources and services it a a referral system for daycare and preschool programs. Another title is Child protection family and services.

Not sure where u'r from but in Arkansas there is not a website that gives u that info...but u can call the state board of ed. and they will direct u to the right people and u can ask u'r quest and they will tell u if any complaints have been filed against any daycare u ask about...
