  1. It's called "enamel".  The higher the proportion of enamel in a paint the glossier it is.  Varying the amount of enamel controls the amount of sheen and determines whether the paint is flat, egshell, satin, semi-gloss, or glossy.


  2. Nothing.  Silica (flattener) is added to make it less glossy.
