An embargo is a trade barrier.  It could be a tariff or a complete refusal to allow items to pass frpom one nation to another.

you have already got two replies. the replies are good in general, but exact reply can only be given when u clarify what embargo are u talking about. for example, if a guy is working in an airline and is entitled to travel on concessional/free ticket , he./she is barred from travelling on these tickets during peak times , this is also called embargo.  in each situation the meaning /details of embargo will be different. in shart the meaning is banned
