What is an image editing program that has a tool where u can shrink thingsor make them big?

and u just click on what u want to be smaller, then it goes smaller :)

Photoshop...but a good freeware photo editor that can is Gimp.

The Paint program aloows you to do that if you go through the eit menu at the top of the screen. Adobe in design can do it i'm sure though. its a great program
