  1. An open hand dink or tip is exactly as it sounds.  When you put it short over the net.  If there are blockers then you must go over them and i nfront of the defensive players.

In beach it is a different shot all together.  Its more of a palm punch.  You basically pop the ball with your palm and personally I don't use a lot of follow through.  No spin and try and get it to drop just over the net and use it primarily when the set is off and therefore there is no blocker.  Since there is no tipping in beach this and the role shot with lots of top spin are your roll shot options.

  2. When you dink with your fingers (or an "open hand").  Usually, you don't swing on the ball.  It's just a wrist-flick or a finger-push.  The ball usually doesn't travel far and fast.

  3. Well a dink in volleyball is a shot that goes softly over the blockers hands so the person in the back also can't get it.  It's sort of like a drop shot.  However, i'm not exactly sure what an open hand dink is, but I would assume its a dink, struck with the palm, that would be my guess.

  4. Open Hand Dink is to use your finger tip or front end (soft side) of your fingers to tip/dink the ball over blockers, in contrary to knuckle dink, which would not be so accurate and would not place the ball as close to the net as open hand tip.

In some leagues that put less than 5 players (sometimes even with six players such as in some coed games) playing on the court for each team, a "no open had dink" would be enforced to promote more spiking, and to give defenders more chance to dig up dinks.
