  1. The 1/4 wave layer of Magnesium Flouride allows the light to travel into the substrate and retards the light by 1/4 a wave....for the given wavelength range....shifting the phase of the wave length cancels a percentage of "reflective" light...this is light returning to the source and adjacent angles. There are anti-reflective and some work through absorption...

  2. i think you mis-heard that word. Are you referring to anti-glare glass? In that case it is a piece glass covered with a thin film of certain thickness that reflects the incident ray with a difference of 1/2 the wave length of that ray thus creating destuctive interference which leads to no glare. this is used on glasses and camera lenses for example.
