What is appropriate to wear in Paraguay?

I'm going to Paraguay for the first time in my life, and I have heard many different things about the culture and whats appropriate and what is not. I have heard that shorts are not appropriate but I also have heard that they are fine. So does anyone know from experience first hand what is and what isn't? Are these types of shorts okay?
