  1. If you want bad driving weather, the three big ones are damage from a storm, flooding, and low visibility; the last two of course could be involved with the storms. All three can come rather quickly and can be hard to predict for a weatherman, speaking from experience. As far as policy, storm damage and flooding, if known in advance, should have been predicted and avoided by employees. They should leave early with anticipation for problems. If it occurs right before a shift starts, however, it would be difficult to know how much time it would take to go around or find another route, and I'd recommend excusing that. During a storm wind could blow a car to the side of the road and even flip it over. This should obviously be excused. Fog and other restrictions to visibility if predicted should be taken into consideration by the employee. They need to leave earlier so they are not rushing through it and to avoid accidents, both their own and other people's. If unpredicted, allow some time as their will be difficulties getting to work. Allowing time also allows the employee to take their time for the reasons I mentioned earlier. Depending on the terrain, flooding is the only one that can completely cut off all access to the warehouse. The other two will leave alternate routes and shouldn't need an absence from work. Less common, depending on where you are, is ice storms. These can be more dangerous than fog and could be bad enough to close the warehouse for the safety of the employees. This is very rare, though, and the same precautions I mentioned for fog should apply to this situation. Wind damage is also a possibility, but would be no different than storms. There might be others, but they should be obvious (at least at the time).

  2. That is an opinion question.  Somebody's good weather might be someone else's bad weather.  I think 32 degrees and snow is great weather, but somebody else might call that bad weather.
