We are importing illegal aliens with high birth rates.  Population is going up.

Actually if you factor out immigration (both legal and illegal) America is almost at zero population growth right now.

Not providing us with the cure for many types of fatal diseases such as cancer, AIDS, etc.. There are cures, the Government just won't let us have them. That's what I believe.

Mainly the huge murder and accident rates we have. It worked to topple Rome it will work for us. There is also the "Police Action" in Iraq. But seriously, there is no really structure in place. Would you want to be the one told you could not have children or worse that they had to die be cause you lost the lottery? While this may seem a horrible exaggeration it is how most Americans would perceive it, so there is little or no discussion of the issue.

Well some natural factors are disease and war. these two factors afffect the entire human race, but it is not like we keep restrictions on child births per family like china does.
