    like he/she should know up to a certain point in every subjest to pass.

It has to do with comparing test scores and other indicators to evaluate how a school and its students are doing.  Under No Child Left Behind, schools are required to show either certain percentages or certain gains in their test scores in order to retain funding.  Some schools (I believe the ones that have received failing schools, but it could be all schools) have to take "benchmark" tests throughout the year in order to evaluate mid-term progress.

    Benchmarking is a process in which school administrators and teachers compare their scores with those of better-scoring schools and try to figure out where the differences come in.  What are the differences in curriculum, teaching methods, admin methods, etc., and what changes do they need to make?

  3. its what a certon kids should know before moving up in education. for instince if a 2nd grader doesn't now how to read then they might held back until they master that needed skill to advance.
