What is best for preventing facial ingrown hairs?

I'm a 21 year old black female with horrible embarrassing scars on my face between my chin and my neck. I assume they come from hair bumps that occur after the hair removal process. I know that there's probably very little I can do to inhibit the hair growth but what can I use (OTC or natural remedy) to remove or minimize the scars in a relatively short time period and what hair removal method is best for preventing ingrown hairs?
