What is best to equip my computer to display and record TV?

I want to be able to record TV on my computer, much like DVR. I know that I need a TV Tuner Card for my computer, but what else do I need? I do not have Windows Media Edition, so thats out. I know that there are third party programs that work just as good. Is this all i need? Please give me a list before I start shopping and get something completely wrong. Thanks!

  1. If you buy a TV Tuner, the chances are that it will come with software to record TV. All of the ones I have seen have come with such software.
