  1. Going to assume you meant to ask:  Which is better a Parliamentary, or a Presidential government.

With a Parliamentary government there is no clear separation between the executive and legislative parts of the government, the head of government is the Prime Minister, and the head of state can either be a Constitutional Monarch, or a President.  The Prime minister is the chief executive, and a member of the legislative branch.

In a Presidential system, there is a clear separation between the legislative and executive branches.  The President is not part of the legislative branch.  The President is both head of government and head of state.

There are pros and cons to both systems, but I don't know if you can say that one is better than the other.  In a Parliamentary system the legislature has tighter control over the executive branch and the Parliament has the power to dissolve the current government and call for elections.

  2. A parliament IS democratic. You might mean parliament vs. republic, but some republics can be parliamentary... Anyway, it's all considered "democracy" under the modern connotations.

So the question doesn't make sense.
