It would depend on what the ultimate goal is.  Each has a different level of skills.

For example, to find out classified secrets from a foreign country (weaponry, intentions of war, battle plans etc) or find out classified information on a competing business  - use a spy.

To solve a murder - use a detective.

To locate a missing person or find out if a spouse is cheating on you and want proof, go with an investigator (private).

SPY - An agent employed by a state to obtain secret information, especially of a military nature, concerning its potential or actual enemies. One employed by a company to obtain confidential information about its competitors.

DETECTIVE - A person, usually a member of a police force, who investigates crimes and obtains evidence or information.

INVESTIGATOR - a person who gathers confidential information and conducts an investigation for an individual or company; private detective
