What is better for a russian tortoise outdoor enclosure "maybe indoor too."?

Potting soil or mulch? are these bolth bad? is there anything else you would recommend?

Be careful with mulce,its usually full of mites.It also goes mouldy.The best substrate is newspaper.I know it doesnt look fantastic but is the cleanest and most hygenic way.

a russian tortoise?.........awesome but their breeding habits are almost the same.........maybe a small pool
