What is better scarface or the dark knight ? tony motana or the joker ?

i think tony montana and the joker are two of the most funniest bad guys , because they like to cause scenes. and they both dont go according to the plan. tony motana was suppose to kill the kids but he didnt. and everyone always got a opposite direction of a story plot from the joker. who do you think is a better bad guy ?
