  1. "black economy" is the financial structure that the federal government uses that is separate and above tax dollars. i.e. earning programs and strategies that fund secret operations. There are a whole host of other situations that are funded by the black economy. Most of them deal with military and national security issues. Some are mor benign though like land aquisition and other things that are best kept out of public record.

  5. Though I'm not sure how this relates to your chosen location (Surat in India) the black economy is the part of the economy in which people work for 'undeclared' salay. Their income is not subject to tax as they are undeclared (illegal?) workers earning 'cash in the hand'..

    Though we may not think taxation is fair, it provides the necessary income for governments to function in developed countries.
