This old question, no longer applies.  For many many years, carpet was sold by the square yard.  The manufacturers tried for years to get retailers to sell by the foot instead, on the theory that they would sell more of the higher end goods this way.  When the idea was proposed, mid-range carpet was about 17.99/yd, while high end carpet was 26.99/yd.  This step sound bigger than 1.99/ft and 2.99/ft.  Retailers did not go for this.  So a senator from Georgia, introduced a bill to mandate that carpet be sold by the square foot.  He could not get it out of committee, to even see a vote.  So instead they turned to the Department of Commerce, Division of Weights and Measures, and had it made into a regulation.  I am not totally sure of the difference between a law and a regulation, but the rule is to sell it by the square foot.
