  1. A Certificate d'Urbanism is an approval "in principal" subject to the granting of a Permis de Construire.

    An approval "in principal" does NOT guarantee a Permis de Construire.

    The development must still comply with the Plan d'Ocupations des Sols  (POS) and pass before the Architectes des Batiment du France even if a Certificate has been issued.

    The POS is the key planning document and identifies your development rights and restrictions. The POS will contain information such as the distance from the boundary of your land that you can build on, the percentage of land that must remain as vegetation, restrictions on the type of roofing material and the height of any future development and/or extensions. It will also provide the Coefficient d'Occupation du Sol (COS).


  2. It is a document obtained from the town hall (la mairie)which testifies that you are entitled to build on a designated land. It contains other specifications as to what proportion of the land the building can occupy, the amount of council tax you will have to pay and so on.
