What is civic sense?

i would like to know the meaning on 'civic sense' in general, how should one put it to practice and also importance of civic sense in india, how is it practised in india. [basically if one has to speak about it what point should be considered?]

in india civic sense is very wide - help the poor find the meaning of their lives.  help make the city clean.  help others in need.  help put the system in place. help so many things / pple out there who needs to be helped.  there r billion of us needing civic sense.
