The first 2 answers are correct.  But I'd like to add my 2 cents.  To me cloud 9 means understanding the process of how clouds are formed in the atmosphere so we can replicate this process on the moon(s) and Mars.

To create atmospheric oxygen and clouds, craters would be filled with water, to which we'd add some iron sulfate and phytoplankton.  Phytoplankton have a complex effect on cloud formation via the release of substances such as dimethyl sulfide (DMS) that are converted to sulfate aerosols in the atmosphere, providing Cloud Condensation Nuclei, or CCNs. Water vapor clings to CCN's and dust to form clouds. Through photosynthesis, phytoplankton are responsible for much of the OXYGEN present in the Earth's atmosphere - up to 80%.

Cloud nine is a reference to absolute happiness.  It's a reference to the highest level of heaven.  Can't remember off the top of my head what religious reference it's to but it simply means "as happy as a person can get"

On cloud nine (a euphoric state). The phrase appears to be American. Originating from the U.S. Weather Bureau's rating of clouds. A cumulonimbus cloud is rated 9 often reaching 40,000 feet. In the 1950s a popular radio show "Johnny Dollar" in a recurring episode the hero was knocked unconscious and awoke on cloud nine.
