When the electrical potential difference between the thundercloud and the ground exceeds what is called the breakdown potential ,an electrical discharge or spark occurs which is called the 'cloud to ground lightning'.

Lightning that starts in the clouds and moves towards the ground. Opposite charges are found in the clouds and on the surface of the Earth. Due to the potential difference, electric charge is accelerated from locations within a cumulonimbus cloud towards the surface.

This is lightning between a cloud and the ground.  It can start either place. The other type of lightning is cloud to cloud lightning, which is generally more common.
