  1. Plasmas are considered cold when the ion temperature is comparable to the background gas temperature.

In a cold plasma you might have a electron temperature of 1eV ~11600 K, but the ion temperature can be the same as the background neutral gas temperature of maybe 300K.

  2. You may have seen a "plasma ball" in a novelty shop.  It's a high voltage applied to a low pressure gas in a sealed container.

It's not the "fourth state of matter plasma" in which a gas is heated so to a high temperature where the electrons are stripped from all of the molecules of a gas.

Nor is it fire.  Again high temperature and a chemical reaction taking place.  This isn't what happens in the plasma ball.

In this case we're observing that any gas which normally is an insulator, can be forced to conduct electricity when a high enough voltage is applied.
