  1. The real answer is: Not alot. Colombia is a lot more focused on getting Las Farc out than stopping flooding. Some of the things that they HAVE done, is made it illegal to cut MOST trees in a watershed. This has helped tremendously. But if youve ever been in Colombia in the rainy season, there is NO WAY you could get all the water from an Aguacero controlled. Just not possible. If you go to Rio La Calleja, for example, in Bogota, most of the time it is a stream, but often, in a really hard rain the conduit fills up. It has to 40 feet across and 30 feet deep and often goes over the banks. Smaller cities just dont have the infrastructure to do very much.
