What is considered handicapped parking?

There's a handicapped parking spot. Right next to it, there is an area with the white cross mark - usually meaning no-parking. If a car is in the no-parking spot (but not the handicap spot) is it considered to be in the handicap spot?

    I think "UCANTCME" has properly quoted the law regarding parking.

    Were there two cars parked there?  Was one parked in the handicapped space and the second in the cross-marked space?  If so, then the cross-marked guy was illegally parked.

    However, it there was one car parked only in the cross-marked space, maybe he/she used the handicapped space to let out a passenger who needed to egress on the passenger side of the vehicle (and into the handicapped space)  instead of the driver's side.

  4. Yes. Yes Yes and you can be ticketed or towed.

    That space is so the person and their wheelchair can get OUT of the van and down to the parking lot.

    The lifts take up nearly a car space.

    Give us disabled folks a break and let us get out of our vehicles. Thanks :-)
